Ministry of Economic Development, ENEA and construction industry together to encourage the market of low-carbon building renovation.

What can be done to improve and foster energy efficiency in existing residential buildings?

At meeting of experts on energy efficiency in the building sector, held in Rome, a new initiative was launched:

Four Multi-stakeholders Working Groups aimed at the development of common views on measures, instruments and initiatives, to give a fresh start to the building renovation market.
Improving offer to stimulate demand is the final target of this project, which is promoted by ENEA with the support of the Italian Ministry of Economic Development.
The Working Groups will discuss effectiveness and quality key factors in building energy renovation: such as the Certification of firms and products, Education and Qualification of energy experts and installers, Energy Performance Contracts, and  Communication.

The outcomes of the “Review and Research” phase of the European REQUEST project will constitute the basis from which the debate among stakeholders is to start.  In turn, further inputs are expected to be provided to the project itself.


As  the local national coordinator of REQUEST, ENEA is to provide advanced technical services and resources  to facilitate the dialogue between demand and offer actors: the  owners associations, the tenants, the consumers, and the environmental associations on one side;  the professionals, the trading organizations, the manufacturers and the industry on the other side.

Today’s debate was very interesting and definitely in line with the current national strategy of  the Italian Ministry of Economic Development and, indeed, with the European Union’s policy.
The proposal to form the Stakeholders’ Working Groups is also interesting, either because the issues at stake and the objectives are relevant, either because it is to be quite a long commitment.  
The Ministry will support it and take care to sustain further ENEA initiatives.
